Our People and Equity Division delivers critical functions within the City’s complex multi-site, multi- division, multi stakeholder and union and non-unionized environment. As part of the People & Equity Division, our People Experience section supports strategic corporate talent, learning, and leadership programs, projects, and talent management systems.
People Experience is highly integrated into the broader divisional work of developing and implementing policies and practices conducive to improving the overall employee experience and fostering an equitable working environment.
In this temporary role, reporting to the Director, People Experience, the Senior Project Manager will lead a complex Talent Management technology solution evaluation project. The key deliverables for the project will include gathering and evaluating the talent management system requirements, procuring, and working with an external consulting firm to evaluate and report on market options to support the procurement of a future solution.
The Senior Project Manager will be responsible for developing and implementing project plans, project initiation, vendor procurement & management, data collection & analysis. This role will also lead a team providing technical expertise,
consultation services and stakeholder management, in support of the project requirements.
What You Will Do:
Project Management & Leadership
- Supervise the work of a project team, including the assigning and reviewing of work, and managing performance.
- Lead, develop, monitor, and implement detailed project plans. Recommend options regarding project specific requirements and provide strategic advice for project execution and change management.
- Lead planning activities, including the review of project inputs, various assessments, functional plans, and technical reports to determine project requirements.
- Maintain awareness of the developments and advancements; and research best practices,
policies and procedures from other municipalities and levels of government in the areas related to the project.
- Allocate Capital budget funds and ensure that the project expenditures are controlled and maintained within approved budget limitations.
- Act as resource person for inquiry on the project. Advise and respond to requests from senior management and Division Head on project issues, status and technical matters.
Procurement & Reporting
- Lead the procurement of consulting services. Develop the scope of work, specifications and materials related to the purchasing call documents (RFQ, RFP, REOI, and RFI).
- Ongoing liaison between the procurement, finance, technology and legal divisions to develop and communicate briefings, evaluation of proposals, recommendation of the selection,
execution of legal agreements and contracts and ongoing contract management with selected vendors.
- Generate reports and analysis for solutions, assessing the implications and feasibility of these options and recommend viable implementation strategies.
Stakeholder Engagement and Communication
- Manage effective cross-divisional teamwork and communication.
- Establish, maintain, and develop linkages to other City divisions, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
- Negotiate and coordinate with both internal and external stakeholders on various working groups and provides advice to decision makers.
- Work effectively and independently with consultants, staff and all City divisions, and other stakeholders,
to achieve and implement project objectives.
- Represent the Division regularly at meetings concerning divisional projects.
- Coordinate divisional consultation meetings in collaboration with external consultants.
- Research, organize, and develop reports including the delivery of presentations to Committees of Council and/or senior management.
- Ensure excellent customer service is provided to both external and internal clients.
What You Bring To The Role:
1. Post-secondary education in the relevant field, such as Business Administration, Human Resources and Project Management etc., or equivalent combination of education and experience. Project Management or change management designations are considered a strong asset.
2.
Extensive experience leading large-scale enterprise-wide HR technology projects, with a focus on service procurement and HR solutions implementation, within a complex environment (public sector is preferred).
3. Extensive experience in project management (applying PMBOK and/or Agile methodologies). Specific experience in HRIS or LMS projects considered an asset.
4. Considerable experience with procurement processes, strategic sourcing, program vendor management, audit and monitoring of KPIs/SLAs reporting out through the program delivery, including managing financial expenditures, progress payments and assigned budget. Experience with procurement tools, specifically SAP Ariba, is a strong asset.
5. Considerable experience in managing external consultants, contractors,
and funded partners, including administration of legal agreements, and negotiation with and managing of vendor contracts.
6. Considerable experience managing and motivating project teams (internal or external resources), demonstrating exceptional interpersonal skills, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation across team.
7. Considerable experience in managing budgets and financial resources, including the ability to control expenditures and align them with approved budgets.
8. Strong Knowledge of HR systems and data migration strategies within Cloud environments.
9. Ability to prepare, organize and present business cases, data analysis reports, proposals, solutions, and budgets, or similar formal documents and statements, to various audiences, including stakeholders, clients and the public.
10. Superior analytical skills with the ability to utilize a variety of quantitative and qualitative research methods and apply the research outcomes to projects and policies.
11. Exceptional critical thinking & problem-solving skills, with the ability to identify emerging issues, prioritize them, and develop creative & effective strategies to address complex operational, policy and evaluation challenges
12. Excellent communication and negotiation skills including report writing, developing presentations and briefing documents to engage with key leadership and build support for initiatives.
13. Political acumen and the ability to navigate complex political and executive landscapes, effectively managing competing goals and priorities, consulting and problem solving while maintaining positive working relationships.
14. Familiarity with current issues and best practices related to equity, accessibility, human rights, inclusion, reconciliation and deep understanding and a thorough working knowledge of the Ontario Human Rights Code, the Occupational Health & Safety Act, Accessibility for Ontario's with Disabilities Act, Employment Standards Act and Municipal Freedom of Information Act.
