ABOUT THE ROLE:
This position is responsible for leading the design, development and implementation of an organizational design framework that meets the strategic and operational needs of the Region, and for setting the direction and leading the implementation of compensation programs and initiatives.
Working collaboratively with senior leadership and internal stakeholders, they will advance best practices to achieve operational effectiveness and internal equity.
WHAT YOU'LL BE DOING:
• Employs best practices to lead organizational design initiatives, including, but not limited to assessing, developing, and redesigning organizational frameworks, structures, operating model, layers and span of control, roles, job level requirements, and reporting structures.
• Establishes, implements, and maintains principles to govern the Region’s organizational and job design effectiveness, including span of control, levels of work, and support for workforce planning.
• In collaboration with PEC partners, advises,
guides and coaches business unit leaders and Regional staff on sound organizational and job design practices.
• Evaluates the effectiveness of existing policies, guidelines, and procedures; and recommends improvements which are cost effective and consistent with market trends, best practices, and the Region’s objectives.
• Provides oversight and guidance to the job evaluation and pay equity process for the Region, ensuring that policies and procedures are current and compliant with best practice and relevant legislation, and aligned with budget allocations.
• Supports and executes the change management of operating model re-design and transformation, establishment of new organizational capabilities, and integration into overall business model.
• Assists the Director,
Total Rewards and Employee Wellbeing in preparing, recommending, monitoring, and controlling the Branch budget; prepares the business unit annual budget, special project budgets, and work plans.
• Continually monitors expenditures to ensure compliance to budget and the effective and efficient use of resources.
• Monitors and evaluates service delivery and develops effective and innovative program delivery methodologies to meet mandates, legislation and Branch and Regional program service requirements.
• Champions PEC process redesign/re-engineering to increase effectiveness, use of technology, data integrity, improve the customer experience, simplify existing processes, reduce hand-offs, and improve consistency.
• Working with the Director,
Total Rewards and Employee Wellbeing, defines the necessary governance, and develops and implements key performance indicators (KPIs) to evaluate the effectiveness of organizational design changes.
• Liaises with and proactively develops relationships with partners to facilitate the delivery of services.
• Participates on or chairs committees, meetings, task forces, work groups and special projects, as directed.
• Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
• Provides input to or prepares reports, briefing notes, presentations, statistics, and analysis, for Senior Management, as requested.
• Ensures adherence to the Region’s policies,
guidelines and bylaws and manages information in accordance with legislation and corporate standards.
• Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
• Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
• Promotes the code of conduct,
Regional values and HR policies with all staff of the section.
• Performs other duties as assigned to meet Departmental goals and program/service objectives.
WHAT WE'RE LOOKING FOR:
• Successful completion of a University Degree in Human Resources Management, Business Administration or related field or approved equivalent combination of education and experience.
• Organizational Design certification or equivalent Human Resources professional designation.
• Minimum five to eight (5-8) years demonstrated experience in organizational design, organizational effectiveness, and Compensation including demonstrated minimum of two (2) years of leadership and/or supervisory experience. Demonstrated ability in the Region’s corporate core and leadership competencies.
• Knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
• Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
• Strong communication, influencing and presentation skills with a strong customer focus.
• Financial acumen and ability to synthesize data and present recommendations and financial impact to senior leadership team.
• Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
• Strong leadership to proactively engage in accessibility, diversity, equity and inclusion initiatives, committing to and taking action to contribute to a more accessible, diverse, equitable and inclusive workplace.
• Informed and active leadership to confront bias and systemic barriers and comply with or build inclusive practices in business processes, recruitment practices, team management, etc. to ensure inclusive and equitable workplace.
