Note: This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be "Hybrid", working 7.25 hours per calendar day, sometime between 8:00 AM and 5:00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment,





you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.

Must haves:

- 10+ years of experience leading and conducting business and system analysis to assess client's business problems/opportunities and document the business/system requirements in such a way that I⁢ solutions can be designed.
- Proven experience in both agile and waterfall project management methodologies.
- Proven experience in conducting business and system analysis in respect to building data marts/data warehouses/data lakehouse or Business Intelligence/Data Analytics and Reporting solutions
- Demonstrated experience working as a business analyst in large/complex data migration projects.
- Demonstrated experience with writing user stories and using tools such as DevOps.

Description

Scope

- The Office of the Public Guardian and Trustee (OPGT)





requires a Senior Business Analysts to assist with report development for the new data warehouse/lakehouse and associated data migration activities.

Assignment Deliverables

- As a member of the data migration and reporting team, you will be responsible to build and deliver modernized reports from the new data warehouse/lakehouse and assist with the data migration from the existing legacy applications to the new Dynamics 365 solution. A high-level list of deliverables follows:
- Lead and conduct business and system analysis in respect to building the golden layer of the data lakehouse and modernized reports in PowerBI..
- Lead the effort into defining the reporting MVP; document legacy reports in scope of MVP; conduct gap analysis and provide recommendations.
- Document report requirements in user stories in DevOps. Conduct analysis at varying levels of detail,





appropriate to the project and phases of project, aligning with OPS standards
- Liaise between Business Areas and the data migration and reporting team, to clarify business requirements and translate them into system and reporting requirements
- Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects, including report requirements, screen specifications, business rules, data migration requirements, etc.
- Produce/update documentation which will allow future support of the implemented solutions
- Assist with identifying and resolving data quality issues, defining test cases,





performing data reconciliation, and addressing any issues or discrepancies that arise during the testing phase; developing KPIs to report on the progress, completeness and quality of the reporting and data migration effort.
- Ongoing Support: provide post-migration support, analyze and address data-related issues or questions; help with optimizing data management processes in the new environment.
- Other duties as assigned.

The Vendor's Personnel will also be required to:

- Complete work and achieve milestones within the assigned deadlines.
- Notify the Cluster/Ministry project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as he/she becomes aware of them






- Submit Deliverables for the Cluster/Ministry approval as they are completed.
- Comply with the Ontario Government and the Cluster/Ministry security procedures and practices
- Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices
- Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines
- Provide knowledge and skill transfer to a designated Cluster/Ministry staff; and
- Comply with the Ontario Government I⁢ Directive, Operational Policy on the I⁢ Project Gateway Process, and other applicable Guidelines, Standards and Procedures.

A Note on the VOR Master Service Agreement:

- The VOR Master Service Agreement which expires on April 5, 2025,





leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires on March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2025, and be upon the same terms, conditions, and covenants contained in the SOW.
- The start date is subject to change based on security clearances and contract signing timelines.
