Duties Directing the activities (human resources and financial) of the Transboundary Waters Unit (TWU) in support of boards and committees established under Canada-US and domestic water agreements. The incumbent will perform duties as the Executive Director of the Prairie Provinces Water Board (PPWB); represent CWA for other board functions including the alternate member on the Mackenzie River Basin Board (MRBB), and as the Canadian Co-Chair of the Poplar River Bilateral Monitoring Committee (PRBMC); and, other ancillary duties of a unit manager.
Work environment The work is a fast-paced environment that requires exceptional organizational skills and the capacity to establish and maintain partnerships.





The TWU is comprised of engineering, scientific, and administrative staff who have specialization in hydrology, water quality, groundwater, and the administration of agreements related to transboundary waters. TWU houses the Secretariat of the PPWB, the Secretariat of the MRBB, and provides the Canadian Co-Secretary for international boards.
Intent of the process The intent is to staff 1 indeterminate position in Regina, Edmonton, or Winnipeg.
A pool of qualified candidates may be established and may be used to staff similar positions at this group and level ONLY at Canada Water Agency and Environment and Climate Change Canada. This process may be used for various tenures (including but not limited to term and indeterminate appointments,





assignments, secondments, deployments, acting appointments, casual), as well as various security requirements, language, and conditions of employment.
*Due to the nature of the position, no telework agreement outside of Regina, Edmonton, or Winnipeg will be granted. By accepting the offer, the candidate will be expected to reside in or relocate to Regina, Edmonton, or Winnipeg. Therefore, only candidates who are residing in or willing to relocate to Regina, Edmonton, or Winnipeg are encouraged to apply.

Information you must provide In order to be considered, your application must clearly explain how you meet the following (essential qualifications) EDUCATION:






Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry, or some other science relevant to the position such as applied science, environmental studies, biology, or engineering.
EXPERIENCE:
- Significant* experience in building partnerships, collaborating and negotiating with a range of external organizations such as other levels of government, federal departments, non-governmental organizations, academia, and industry.
- Experience preparing briefings and providing advice on complex issues** to senior management.
- Experience leading multi-stakeholder working groups, committees, or projects.
- Significant* experience managing human and financial resources.






* Significant is defined as the depth and breadth of experience normally associated with performing a broad range of duties for approximately two (2) years.
**Complex means multi-faceted considerations like high technical difficulty, multiple stakeholders, media interest, regulatory compliance, or science, technology, social, economic, and political context.

ABILITIES:

- Master or higher degree from a recognized university, with specialization in a field relevant to the position.






- Significant* experience managing policies or programs associated with water resource management or the environment including experience with bilateral or multilateral environmental agreements.
- Experience in leading regional, national, or international teams and/or experience in representing senior management at regional, national, or international meetings.
* Significant is defined as the depth and breadth of experience normally associated with performing a broad range of duties for approximately two (2) years.
OPERATIONAL REQUIREMENTS:
- Must be willing to travel
- Must be willing and able to work overtime
