Overall Accountability
The Director, Financial Reporting and Assurance provides strategic financial leadership and direction to the Superintendent, Finance and Business, monitoring compliance with district administrative procedures and financial policies, Public Sector Accounting Standards and provincial regulations. This role involves overseeing financial reporting activities, internal controls, the annual financial statement audit and capital expenditure compliance. The director also drives continuous improvement initiatives within the financial reporting and assurance team and manages cash flow analysis to optimize investment returns.
Specific Accountabilities
- Lead the district’s internal and external financial reporting, including, Provincial reporting: monthly, capital and government reporting entity and other ad hoc requests initiated by Alberta Education or Alberta Infrastructure; District Reporting – audited financial statements and financial information contained in various district reports.
- Interpret and provide direction on district administrative procedures, provincial financial reporting requirements, and Public Sector Accounting Standards (PSAS). Ensure district capital expenditures comply with provincial government requirements.
- Responsible for federal tax compliance by ensuring the timely filing of the district’s GST returns and annual charity return.
- Establish and modify internal controls as required to support the district’s financial governance.
- Lead the interim and annual financial statement audits as well as the Alberta Education compliance audit.
Address and implement audit recommendations which also strengthens any deficiencies identified in district financial controls.
- Make recommendations to continuously improve financial systems, processes, policies, practices and procedures.
- Monitor cash flow projections and advise on the district’s investment strategy to ensure investment returns are optimized, while adhering to provincial regulations.
- Supports senior administration with budgeting and forecasting of various departments, including provincial funding, identifying important issues and recommending solutions where appropriate.
- Manage and direct the financial reporting and assurance team, providing leadership and guidance to manager and supervisor direct reports. Develop and execute plans for cross-training and succession planning.
- Primary contact with Alberta Education’s various finance and capital branches, the district’s banking advisors and the external auditors.
- Ad-hoc projects and requests for information as directed by the Superintendent, Finance and Business.
Qualifications
- Degree in accounting
- Minimum of ten years’ experience in a senior supervisory level, preferably in the public/education sector
- Experience with complex integrated financial systems, Public Sector Accounting
- Chartered Professional Accountant (CPA) designation
- Strong leadership, management and interpersonal skills
- Superior communication and organization skills
- Excellent time management skills and proven ability to meet deadlines
- Ability to apply critical thinking and view issues through a strategic lens
