Our Capital Projects Group is looking for a Vice President, GO Expansion Project Delivery to provide senior strategic direction and leadership to the Metrolinx GO Expansion (GOE) Project Delivery team. The role will ensure that the included package project(s) in the Greater Toronto and Hamilton Area (GTHA) meet Metrolinx’s highest standards for safety, efficiency, and compliance, while delivering excellent customer experience. You will assume primary accountabilities for all aspects of successful project design and delivery.

What will I be doing?
• Responsible for the Project Delivery Package scope, including planning, design, procurement,





delivery and handover
• Work independently with the other CPG delivery teams to ensure safe and efficient delivery of all projects works whilst minimizing impacts to operations, customers and neighbours
• Champion the planning, design, procurement, delivery, and implementation of Metrolinx GOE projects
• Lead, oversee, and resource the large-scale capital infrastructure project(s) and other assigned projects, through design, procurement, and construction
• Ensure project management, hands-on-oversight, and approvals to execute projects and associated day-to-day operational systems, on time, on budget, and to applicable standards
• Empower direct-report leaders/project managers to achieve their agreed-upon performance objectives,





and provide sign-off on decisions of investment/risk
• Work with internal partners to find optimal balance between construction progress and productivity, operational performance, and customer satisfaction
• Lead the team in productive working relationships with the Sponsor office to ensure projects progress through governance of the project lifecycle and required project outcomes are achieved
• Develop and nurture strong working relationships with partners and stakeholders and negotiates cross-divisionally and externally, extending influence to ensure contracts are signed and progress is made on infrastructure vision and plans






• Work collaboratively with CPG business units and other GOE packages to ensure successful cross-package coordination to meet overall project(s) requirements
• Along with the Chief Capital Officer, Deputy Chief Capital officer and Executive Vice President, create a communication plan for outreach and collaborative consultation with partners, stakeholders, and citizens
• Establish benchmarks, goals, and objectives that reflect corporate strategy and direction, including appropriate metrics, monitoring systems, and reporting
• Ensure compliance with legal regulatory and policy requirements
• Build strong relationships with supply chain partners and has ability to deliver strong commercial outcomes in a collaborative manner
• Create an inclusive, positive, healthy, and productive work environment in a time of change,





while ensuring that staff understands the scope and reality of change that will be taking place

Job Requirements:
What skills & qualifications do I need?
• Completion of University Graduate or post-graduate degree in Civil Engineering, Architecture, Project Management, Business, or a related discipline or a combination of education, training and experience deemed equivalent
• 13+ years of experience in progressively senior project leadership roles, proven experience leading large complex infrastructure projects from conception to build; experience in the transportation industry; public sector experience is an asset
• Project Management Professional (PMP), Professional Engineering (P.Eng.), or Certified Engineering Technologist (C.E.T.)

• Highly developed political acuity to anticipate and recognize politically sensitive situations
• Extensive knowledge of financial theories, principles and practices, procurement, fiscal planning, modern controllership frameworks and the overall business planning, estimates, expenditure, and allocations plan processes
• Expertise in leading change and ensuring effective risk management analysis, status reporting and issues management processes are in place
• Demonstrated ability to build and maintain strategic relationships
• Expert knowledge of project management principles and practices
• Highly developed interpersonal and oral/written/presentation skills
• Influencing, negotiating,





and interpersonal skills to work with internal and external stakeholders/partners in pursuit of the organizational goals
