Job Brief
The Labourer for the Public Works department assists in the day-to-day maintenance and compliance operations on the City of Kawartha Lakes' roads in an effective, efficient, safe, and environmentally responsible manner.

Location City of Kawartha Lakes, ON. Travel throughout the City of Kawartha Lakes is required in accordance with job requirements and work location/depot may vary. The Public Works - Roads depot locations include: Eldon/Woodville, Oakwood, Lindsay, Coboconk, Fenelon Falls/Cameron, Burnt River/Sturgeon Point, Bobcaygeon, Emily/Omemee, and Manvers.
Hours Permanent, full-time, normal working hours are 40-hours per week. May be required to work varied and additional hours: days, afternoons, evenings and weekends, specifically in winter season
Other Availability for additional hours and on-call required, specifically in winter season. Work in all weather conditions, including prolonged periods of heat, rain or snow, while respecting safe work practices.
Essential Duties
Specific to this role:
- Assist in day-to-day maintenance and compliance operations on City roads in an effective, efficient, safe, and environmentally responsible manner
- Understand City and Provincial road standards and monitor compliance; reporting anomalies to Supervisor and maintain necessary records
- Provide winter control maintenance, road maintenance, sign maintenance, storm drain and ditch maintenance, under the direction of the Area Supervisor
- Provide traffic control duties; install and maintain traffic control infrastructure
- Safe, competent, and efficient operation of departmental equipment as part of regular road maintenance program including using a sidewalk or pickup truck snow plow, front end loader, mower, chainsaw, tree trimmer, string trimmer, and other equipment as required
- Snow plowing and material spreading operations and snow removal as needed (roads and/or sidewalks)
- General labour and maintenance duties including, but not limited to:
tree and brush cutting, road and sign maintenance, gravel and cold patching operations, guardrail or sidewalk repair, shop maintenance, general vehicle and equipment maintenance
- Provide roadside maintenance including litter, pickup of dead animals and other debris
- Provide assistance to the public and provide general information in regards to roads maintenance issues
- Keep daily time sheets, equipment log sheets, hours of work log sheets for Supervisor review and approval
- Follow prescribed health and safety procedures including wearing personal protective equipment
- Perform other related duties as assigned.
As a member of the team:
- Participate in continuous research and analysis of industry trends and issues to make recommendations to management and remain current in area of specialty
- Act as a program/service champion
- Ability to safely and competently operate trackless (or similar) side-walk plows, pickup truck with plow and material loading equipment is preferred
- Participate in review of customer service concerns, problem solving and providing information to Crew Lead or Supervisor as appropriate
- Provide other related duties as assigned.
Skills/Education Required
- Secondary School Diploma or equivalent
- Minimum one (1) full winter control season experience, preferably in a municipal environment
- Ability to safely and competently operate trackless (or similar) side-walk plows, pickup truck with plow and material loading equipment is preferred
- Ability to operate small hand tools and equipment (i.e. shovel, chainsaw, weed eater)
- Knowledge of road and sidewalk repair and maintenance an asset
- Ability to read and understand current legislation as it pertains to Hours of Work, the Occupational Health and Safety Act, City policies and operational guidelines
- Trained and competent in safe work practices and WHMIS
- Must have accurate and legible writing ability
- Ability to work independently and as an effective member of a team
- Effective oral communication and strong interpersonal skills to deal with members of the public, council, and all levels of staff
- Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
- Demonstrated time-management skills with the ability to prioritize assigned workloads and meet deadlines
- Basic skill level with computers and related software
- Must possess and maintain and valid Ontario Class G driver’s licence, with acceptable driving record
- Possess and maintain an acceptable Criminal Record. Upon a conditional offer of employment, a Criminal Record Check will be required
- Applicants must also be prepared for practical skill testing during the recruitment process.
