The Opportunity

John’s is presently accepting applications from highly motivated individuals for the full time permanent and full time temporary positions of Foreperson, Roads Division in the Department of Public Works.

This position will work as part of a team responsible for snow and ice control along with street and sidewalk maintenance. This position reports to the Operations Supervisor, Roads Division.

Accountabilities

• Supervise, direct, and deploy staff and equipment.
• Schedule work and work force for maximum efficiency and cost effectiveness.
• Be familiar with the infrastructure and equipment assigned to the Foreperson.
• Plan, estimate, supervise, and complete infrastructure improvements.
• Schedule and coordinate tasks to be carried out by City personnel that are assigned on a day to day basis. Coordinate activities with other City or contractual personnel as situations require.






• Ensure that the necessary permits and traffic control plans are in place to create safe work sites. Ensure public notification of works as per Division policy.
• Provide communication and cooperation with all personnel as situations require, including other City personnel, contractors, members of the public, and public utilities.
• Inspect and maintain all property and works as required, including the impact of weather conditions on City infrastructure. Document results.
• Ensure that equipment and materials are available for maintenance activities or repairs.
• Understand and implement the Collective Agreement where it applies.
• Conduct inspections, investigations, prepare reports and recommend correction action as required.
• Sumit written and verbal reports as required, maintain a daily journal.






• Maintain computerized database and complaints systems information.
• Place a high value on work site safety, conduct tool box talks and be well versed in OH&S; policies and procedures.
• Respond to the emergency calls at any time of the day or night, as per the procedure set by the City or Division.
• Complete paper work or computer entry as required in relation to the operation of the department.
• Be willing to take on jobs or tasks to balance the team workload.
• Be highly organized, innovative, accountable, conscious of changing priorities, and willing and able to adapt quickly to any situation.
• Willing to work extended shifts as needed.
• Other duties as needed.

The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications

• Applicants must have a High School Diploma supplemented with a Diploma in Civil Engineering Technology (or related field) or a provincially certified Journeyperson certificate in Heavy Equipment Operation.
• Applicants must possess a minimum of five years supervisory experience in a public works or related field.






• Knowledge of heavy equipment operation and experience in snow and ice control are assets.
• Applicants must have excellent oral and written communication skills; computer experience in word processing and spreadsheet development and maintenance; and the ability to deal with people in a tactful and diplomatic manner.
• Ability to prioritize work, multi task, and meet required demands and deadlines; an ability to trouble shoot and work in a fast-paced environment.
• Applicant must have a clear understanding and awareness of the Work Place Health, Safety and Compensation Commission (WHSCC) Legislation; Highway Traffic Act; Occupational Health and Safety Act and Regulations; and Human Rights Legislation.






• Applicants must possess a valid class 5 Driver's License and be willing to obtain a class 3 Driver’s License with air brake endorsement within a short period of time. The applicant must also be prepared to complete additional training for other classes and endorsements.

An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

Working Conditions

This position requires outdoor work and could involve responding to severe weather conditions such as flooding, winter events, and wind storms. Extended periods of shift work and extensive overtime. Travel throughout the City is required to visit work sites and developments while working near high traffic zones and often in adverse conditions.

Hours of Work







Monday - Friday 8:00 am - 4:00 pm with shift work required during winter season (November -April)

The salary for this position is set at Grade 4 of the Management Pay Plan, with a range of ($83,552 - $107,808).
