The Municipality of Chatham-Kent has an opening for two (2) temporary full-time Program Support Analysts in the Health and Human Services department. These temporary full-time opportunities are for a period up to December 2026.

Job description

Reporting to the Senior Program Analyst, the Program Support Analyst is responsible for providing program support and strategic advice to the Health and Human Services department. This includes project management; identifying opportunities for business process improvements; researching,





developing and analyzing innovative and strategic plans/programs that respond to community needs; preparing environmental scans; developing cross-functional linkages to ensure that approaches and programs align with municipal and departmental goals; and preparing briefing notes, business cases and reports to Council.

Essential responsibilities

- Provide expert guidance and leadership in conducting business and program analysis, research, and overall coordination for key projects in consultation with various departmental programs and external community stakeholders.
- Prepare and/or deliver presentations, author briefing notes or information reports for a wide variety of audiences including drafting communications for departmental staff in consultation with Corporate and Departmental partners.
- Conduct environmental and jurisdictional scans to inform service system management.
- Lead and support program planning and evaluation to deliver effective and efficient integrated human services.
- Lead, facilitate, develop, manage, provide support and propose options to improve business processes and program delivery.






- Support data management and analysis to inform human service planning including data compilation from internal and external sources, managing data quality, and using data visualization to convey results and identify priority issues.
- Utilize data analytics and business intelligence to inform business process improvements, measure success and monitor progress on key quality measures.
- Conduct business process reviews and customer journey mapping to identify and support implementation of solutions, and the integration of process changes into operational practices.
- Apply management concepts and techniques such as Lean to define opportunities, measure performance, map, and analyze the process to determine root causes and recommend solutions.
- Prepare presentations, briefing notes, business cases, project management documents,





training materials, and reports for Management and Council.
- Work with internal and external stakeholders to support alignment with corporate strategies as well as departmental and divisional priorities.
- Performs other duties as assigned.

Essential qualifications

- Undergraduate Degree in Business or Public Administration, Planning or Social Sciences, or a related field.
- Minimum of three years related experience, ideally in a municipal or provincial public sector context.
- Knowledge of the Department’s program delivery operations, programs, and services, the community service and client/population social issues.
- Broad knowledge of legislation,





policy environments and systems issues within the human services sector in order to formulate options, impacts and risks to stakeholders.
- Knowledge and experience applying project management and change management methodologies.
- Experience and expertise in business improvement, continuous quality improvement, project management and change management.
- Proficient with process documentation and mapping principles, and process improvement sessions.
- Superior ability in the areas of business and program analysis, program design, policy, human services planning, project management, data management, analytics and research is preferred
- Demonstrated analytical skills to identify, analyze, evaluate and synthesize information and data, interpret legislation and policy,





and develop recommendations on a wide range of community services and social planning activities.
- Excellent interpersonal, communication, negotiation, and collaboration skills to communicate specialized information to a wide range of audiences, lead and direct work groups and interdisciplinary teams. Innovative thinking skills with the agility to adapt to changing environments, working both independently and in a team environment.

- Advanced proficiency with Microsoft Office, Visio, and project management software.

Preferred qualifications

- A Project Management Professional (PMP) designation, Lean Six Sigma certification, and Change Management designation (e.g., PROSCI) is an asset.

A combination of work-related experience and education that is considered equivalent to these requirements will be considered.







Work environment/hours of work

- This position works primarily indoors.
- This position works weekday hours, with occasional evening and weekend hours.

Working Remotely

This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.

This position may be required to attend on-site meetings in order to complete essential responsibilities of the role. As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.

COVID-19 Vaccination







The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.

Driver’s licence/vehicle requirements

Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years.







Background check requirements

Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

- Walking: frequent walking on level surface
- Sitting: frequent sitting in chair and/or vehicle seat
- Standing: frequent standing indoors and outdoors
- Hands: frequent fine finger dexterity (movement), gripping, pinching, mousing

Benefits

This temporary full-time position has an hourly wage of $39.865 to $58.138 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.
