Our team is seeking an experienced Senior Business Analyst, acting as the subject matter expert, to provide advice and guidance to DCC business units as they navigate potential project ideas that have an IT component. You will act as the bridge between our business and our technology teams, consulting them throughout the IT project intake process to ensure that ideas of high business value are appropriately captured and evaluated for approval. You are focused on continuous improvement of both the project intake and business analysis processes at DCC. Our vision in IT is to be a trusted and forward-thinking driver of secure digital solutions that generate business value through employee empowerment and innovation. Based out of our Ottawa office, you will be coming into the office 1-2 times per week to continue to build and solidify your relationships with other leaders. With a team of skilled professionals working alongside you,





you will find yourself surrounded by other passionate business analysts and project managers working towards a common goal.

Reporting to the Manager, IT Program Management, the Business Analyst provides guidance, knowledge, expertise and direction to other business analysts in DCC’s Information Technology (IT) Department. The incumbent develops and maintains standard business analyst processes, practices and templates. The Business Analyst works with business units to document, evaluate and solve IT-related business process problems. The incumbent develops creative solutions and works collaboratively with the rest of the IT team to ensure quality and timeliness of deliverables

KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive:

Primary







- Engage and support business units on the full IT project and software intake process
- Analyze, recommend, design, document and implement new business processes, systems and solutions for DCC business units
- Work with business units to gather, analyze and prioritize business requirements
- Use business process diagrams, use cases, business requirements, options analyses and other approaches to document, evaluate and solve IT-related business process problems
- Research and advise on software and hardware that could meet business requirements and assess the impact of these products on DCC’s business
- Develop templates for use within the IT Program Management Group (e.g. business analysis, software evaluation and testing templates)






- Develop and maintain effective relationships within DCC and with industry, the Client-Partner and/or stakeholders
- Ensure quality standards are met, in line with corporate expectations
- Manage risk

Other

- Provide training, coaching, user documentation, guidance documents and presentations
- Lead ad hoc projects within the IT Department and with business units
- Other duties as assigned

SKILLS

General and Specific Knowledge

- Best practices, methods, trends and legislation related to IT
- Corporate business applications
- Business analysis principles
- Project and risk management principles

Formal Education and/or Certification(s) and Experience

- Minimum: university degree in commerce or computer science with eight years’ relevant experience, or the equivalent






- Preferred: above qualifications plus certification in the field of business analysis (e.g. Certified Business Analysis Professional) or project management

Abilities

- Use applicable computer software and operating systems, including Visio and Microsoft Project
- Write technical solutions and guidance documents
- Apply business analysis, project management and risk management techniques
- Demonstrate attention to detail

DEVELOPMENT AND LEADERSHIP

- Provide functional direction and advice to other IT team members and to internal clients

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance,





you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. For more information about obtaining a security clearance, please review the Standard on Security Screening.

The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

- criminal record checks

- reference checks

- previous employment

- open source checks

- credit/financial status

It serves to enhance public confidence in the integrity of DCC Employees and provides clarity to Employees on a number of issues, including real or perceived conflicts of interest.
