The Information Management Analyst provides advice on the implications and implementation of information technologies to support information resource management (IRM) policy, plans,





standards and procedures. The incumbent helps DCC provide controllership of corporate information assets by implementing and evaluating IM services and systems in accordance with applicable legislation, standards and guidelines. As a subject-matter expert, the Information Management Analyst has hands-on technical experience in implementing a digital records management program. The incumbent focuses on designing, implementing and administering DCC’s information systems.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:

Primary

- Lead everyday operations in the data governance program, a task that includes defining and maintaining a data governance framework, policies, standards and procedures to ensure data accuracy, consistency and compliance
- Develop and implement information resources management compliance, risk and quality reviews, and recommend enforcement and changes in collaboration with the Governance and Legal Affairs team






- Develop and ensure delivery of training on information resources and records management policies, procedures and best practices
- Provide systems support to IRM and information technology (IT) employees, a task that involves identifying and addressing the root causes of system issues, and coordinating resolution of technical issues with technical support employees
- Act as the subject-matter expert for all IRM systems
- Provide information resource management advice, training and awareness sessions to employees
- Develop and monitor key performance indicators and reports to measure compliance with DCC information resources management policy and procedures
- Develop and maintain effective relationships within DCC and with industry,





Client-Partners and/or stakeholders
- Ensure quality standards are met, in line with corporate expectations
- Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)

Other

- Coordinate the planning, development and maintenance of integrated IRM services and systems
- Implement information resource management procedures
- Develop file plans, classify information sensitivity, and oversee appropriate controls and access permissions for organizational records and information holdings
- Other duties as assigned

SKILLS
General and Specific Knowledge

- Best practices, methods, trends and legislation in IT and IRM






- Interpretations of the Personal Information Protection and Electronic Documents Act and the General Data Protection Regulation
- Project management principles

Formal Education and/or Certification(s) and Experience

- Minimum: university degree in records management, information systems/management or related field with eight years’ minimum experience, or the equivalent
- Preferred: the above qualifications plus demonstrated experience in implementing electronic data and records management solutions, such as Microsoft 365 and Laserfiche, and expert knowledge of records management and IRM, including information lifecycle management and governance

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC,





a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

- criminal record checks

- reference checks

- previous employment

- open source checks

- credit/financial status
