Main Purpose and Function

The Senior Manager, Business Services and Strategic Compliance role is a strategic cross-departmental role aimed at supporting common services across Permitting, Licensing, Inspections and Bylaw Services. The position aims to deliver operational efficiency and innovation by providing consistent shared services across all teams in DBL.

The Senior Manager, Business Services and Strategic Compliance also represents the General Manager, Development, Buildings and Licensing in complex business relationship matters and is responsible for facilitating cross-functional teams to achieve outcome-based results in collaboration with City departments, developers, landowners, community groups, and government agencies. By ensuring issues resolution, negotiations and implementation strategies are conducted in partnership with senior leaders in the DBL department and across the organization,





the Senior Manager enables service delivery and innovation within DBL to support the achievement of the City’s overall objectives.

The position works closely with the DBL Senior Leadership team to address complex, multi-faceted business issues and risks, manage internal communications and engagement strategies, and ensure all support activities are proactive and efficient. They deliver common shared services such as By-law Compliance and Administration, acting as Departmental Records Officer, Document Management, Training and Quality Assurance, Payments Management, Business Continuity Planning, and Issues Management.

Specific Duties and Responsibilities







- Provides leadership and oversight for major DBL support services as a shared service group across the entire DBL Team.
- Provides direction, guidance and advice on proposed regulatory approaches, strategies and/or changes.
- Oversees the development of by-laws, policies and practices to address enforcement matters.
- Serves as liaison for DBL business relationships and oversees stakeholder issues and complaints management.
- Works with fellow SLT members to identify and implement operational efficiencies and innovative improvements.
- Provides recommendations to the Director, Departmental Corporate Services and Program Management.
- Consults with Director to ensure all proposed projects, negotiations, agreements and services are prioritized according to value.






- Supports monitoring the quality of operational service delivery via the delivery of a new quality assurance program.
- Collaborates with DBL senior leaders and managers to resolve issues and execute in service delivery.
- Ensures that the DBL Risk Management plan is regularly refreshed.
- Develops and maintains a DBL business continuity plan.
- Supports business improvement efforts to improve operational efficiencies.
- Provides direction, coaching, and mentoring to the by-law compliance and administration team.
- Reviews reports and metrics aimed at measuring the effectiveness of service delivery.
- Prepares, develops and analyses statistical reports related to by-law enforcement effectiveness.
- Collaborates with other SLT members to develop payments and refund strategies.






- Ensures consistent and documented records management practices department-wide.

Qualifications

Education and Experience:

- Bachelor’s degree in Business Administration, Commerce or related field, and a minimum of seven years of experience in a management role.

Knowledge, Skills and Abilities:

- Thorough knowledge of city planning principles, practices, and tools.
- Knowledge of public policy practices, and local government issues.
- Knowledge in human resources practices and collective agreements.
- Ability to communicate effectively orally and in writing.
- Ability to facilitate interest-based conflict resolution.
- Ability to strategically address complex business problems.
- Ability to prepare and deliver clear reports on complex issues.






- Ability to exercise discretion and deal with sensitive material.
- Ability to work collaboratively and promote a respectful work environment.
- Ability to manage changing workload and meet goals.
- Ability to create a vision and provide leadership necessary to achieve results.

Salary Information: Pay Grade RNG-111: $121,960 to $160,467 per year
