The Chief Information Officer (CIO) is the Manitoba government’s top executive responsible for planning and delivery of the government’s strategies, priorities, and objectives through the use of Digital and Information and Communication Technologies (ICT). The CIO provides leadership for Digital and Technology Solutions (DTS) Division, and the Manitoba Education Research Learning and Information Network (MERLIN) Special Operating Agency (SOA). The CIO is responsible for providing trusted advice to elected officials, Deputy Ministers, and Assistant Deputy Ministers on matters pertaining to ICT and innovating program delivery though digital transformation. The CIO works with the broader public sector and private enterprise to identify and develop partnerships and new economic opportunities.

The CIO is responsible for the strategy, policy,





planning, service delivery, and operation of all of the government’s technology and digital assets. This includes developing direction for the government’s ICT and Digital strategies, and the annual government-wide ICT asset management and investment planning processes, in alignment with Treasury Board Estimates review. Additionally, the CIO is responsible for planning and delivering the government’s substantial and diverse portfolio of ICT projects, and for ensuring the protection and reliable operation of the government’s large fleet of existing departmental and corporate technologies and systems. The CIO is accountable for cybersecurity for all of government, as well as technologies such as artificial intelligence (AI).
