The Opportunity







Enforce parking regulations in accordance with City By-Laws and regulations, respond and investigate parking complaints, and support City special events through traffic control.

Accountabilities

• Issue parking violations with a high degree of accuracy in accordance with City By-Laws & Regulations.
• Maintain accurate records of parking infractions and complete the necessary paperwork including detailed reports of evidence required for court procedures under the relevant Provincial offences.
• Prepare, attend, and present evidence in court.
• Interpret, understand, and enforce parking City By-laws.
• Assess vehicles and follow procedures to determine conditions and safety-related issues that may warrant vehicle removal.
• Responds to general inquiries/complaints and resolves/refers as appropriate while enforcing city By-laws and Regulations.
• Perform Traffic Control tasks during special events, emergencies or when deemed necessary for the safe and orderly flow of traffic.






• Provide information to the public on enforcement actions, city by-laws, and the ticket contesting processes.
• Assist the public in understanding how to use the City’s paid parking systems and hardware.
• Prepare reports as required on routine requests for regular work assignments.
• Perform assigned duties with significant independence.

Qualifications

Education – High School Diploma, and the successful completion of a security or by-law enforcement program or diploma.
Specific Skills/Certifications –
• Detailed oriented and high degree of accuracy in work
• Communicates effectively with the public in a tactful, diplomatic manner in situations of a difficult nature.
• Self-motivated to work independently.
• Clearly articulates parking violations with others in a professional manner.
• Basic computer skills.
• Traffic control
Relevant Experience –
• One (1) year enforcement experience. Such as by-law, provincial regulations, or security enforcement.

Other –






• Must possess a Class 5 Driver’s License and provide a certificate of conduct.
• Mandatory Overtime may be required.

Working Conditions

• Varied shifts including evenings, overnights and weekends.
• Often work alone.
• Required to work outdoors in inclement weather, year around.

This position is classified as safety sensitive. The City of St. John’s has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.

Physical Requirements

• Rotate driving and walking routes while enforcing the City’s Parking Regulations, standing for long periods while doing events/traffic control.
• Must be able to visually observe details up close or at a distance; read,





sit or walk for an extended period, enter/exit vehicles frequently.
• Must have finger dexterity/grasping ability to operate issued equipment/devices, or a computer.

Hours of Work

Call-in Shifts as required.
