REPORTS TO: Team Lead, Specialized Preschool Programs

EMPLOYMENT TYPE: Regular Full-time, 35 hrs/wk

Pay Scale: $31.201/hr to $36.706/hr

Job Summary:

Working with the Team Lead, Specialized Preschool Programs (SPP) and the Manager, First Words (FW) and the Blind-Low Vision (BLV) Programs, the HCD-ISCIS Team Lead is the Business Process Owner (BPO) of Specialized Preschool Programs and oversees the coordination of all data collection and management for First Words, Infant Hearing Program and Blind Low Vision Program. Leads the development of performance measurement reports, based on a strong understanding of funder database, performance measurement activities, funder expectations and clinical activities related to these. Is responsible for work plan development, ensuring that reporting deadlines are met and that data-driven projects are supported. Provides guidance to data entry staff and is responsible for troubleshooting technology issues with referral platform (Caredove).





Fully remote work arrangements will be considered for the right candidate.

Job Specific Responsibilities:

- Acts as the Business Process Owner of Specialized Preschool Programs, establishing and maintaining consistent processes to ensure appropriate triaging and management of referrals and support needs for clients of FW, IHP and BLV programs.
- Develops standards of operation when handling data, including establishing procedures to ensure accurate data collection systems (i.e. forms, templates, schedules)
- Designs, develops and modifies data infrastructure within SPP to streamline the processes of data analysis and reporting






- Monitors the ongoing entry of client/visit data into the ISCIS database and provides leadership and training to the data entry team
- Working with the Manager of First Words and Blind Low Vision, reviews and revises data collection practices for front-line clinical staff and advises on changes required in the CHEO EMR to ensure data integrity and accuracy.
- Maintains regular contact and establish working relationships with partner agencies to ensure appropriate data gathering
- Supports Speech-Language Pathologist with school transition lists
- Co-ordinates the collection of data for the preparation of quarterly and annual reporting to the Ministry of Children and Youth Services
- Perform duties as the Centre’s Local Registration Authority for eHealth Ontario
- Demonstrates an understanding of performance measurement within the Specialized Preschool Programs Sector,





including performance indicators, data infrastructure, and data collection processes.
- Performs evaluation and ensures quality assurance through audits of HCD-ISCIS as related to Specialized Preschool Programs
- Supports the development of program-specific dashboards, ad hoc reports for quality improvement initiatives and communication tools to share performance information with relevant stakeholders
- Oversees the integration of new technologies and initiative into strategies and structures
- Troubleshoots technical issues with Caredove.
- Participates in working groups and committees, as required
- Participate in UAT testing when appropriate






- Communicates clear work priorities and adopts performance measures and targets to ensure data-entry deadlines are met
- Provides training to clinical staff on accurate data recording
- Mentors, supports and fosters excellence in data quality
- Chairs Data clerk team meetings and co-ordinates team staff development activities.

- Working during both regular and extended hours of operation in locations identified by the Centre.
- Contributing to the Centre’s practices of hiring, orienting and training of staff.
- Contributing to the Centre’s efforts to secure and maximize resources for current and new programs, services and activities.






- Participating in the Centre’s efforts to enhance its capacity through staff development.
- Working in a manner that supports the Centre’s Occupational Health and Safety Policies and Procedures.

Qualifications:

- Bachelor’s degree and/or equivalent combination of education and training or experience related to data management and reporting and statistical analysis
- High level of proficiency in using HCD-ISCIS database (strongly preferred)
- Experience compiling and organizing findings and data for quality improvement initiatives
- Experience with advanced Excel techniques
- Excellent math, problem-solving and analytical skills
- Demonstrated experience acting as business process owner in data collection






- Excellent time management skills and ability to meet multiple deadlines simultaneously.
- Experience supporting quality improvement initiatives within a healthcare setting (preferred)
- Strong communication skills, excellent interpersonal and conflict resolution skills and the ability to maintain effective working relationships with leaders and staff of community agencies and partners
- Ability to work independently with minimal supervision and to organize time and workload effectively in a complex environment.
- Excellent written and verbal communication skills.
- Superior computer skills essential.
- Supervisory experience an asset.
- Fluency in English (essential) and French (preferred)
