Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Fleet Support Services West Office is seeking a Reliability Manager to provide leadership to the Bus Fleet Maintenance department.





The successful candidate will provide senior level reliability and root cause analysis expertise for the Go Transit bus fleet. The successful candidate will be responsible for the fleet reliability and the technical oversight on behalf of Bus Fleet Maintenance in the acquisition of new buses, designing capital refurbishment scope of existing buses, preside over ongoing fleet design changes, enhance and design fleet maintenance programs while ensuring the performance aligns with corporate goals and customer service initiatives.

What will I be doing?

- Initiate and design and maintain a sustainable fleet reliability program for the bus fleet.
- Provide expertise to support quality assurance / quality control issues with bus manufacturers and system vendors for all aspects of new bus manufacturing and system integration.
- The Manager of Reliability manages all aspects of project delivery, including proposal, approval,





specification development, design, development, schedule, quality, risk identification/ mitigation, delivery, testing, and acceptance.
- Provides senior level expertise and direction in the investigation and analysis of complex systemic, or safety related equipment failures or design flaws in equipment with significant financial implications
- Approves corrective actions recommended by the original equipment manufacturer (OEM) resulting from analysis of in-the-field equipment failures and / or design flaws in new equipment
- Collaborates with Engineering & Asset Management engineering team and the OEM to ensure the effectiveness of maintenance procedures, retrofit design program and training requirements in relation to new equipment designs,





expanded warranty protection, contract changes, and components; negotiates all OEM new or upgrade programs to ensure retrofit design plans resolve concerns and meet contracted performance requirements
- Oversees quality assurance regulatory programs, such as mechanical safety, vehicle inspection and maintenance performance, as required by Ministry of Transportation Ontario (MTO) and Commercial Vehicle Operator’s Registration (CVOR), to manage/mitigate any risk associated with non-compliance
- Manages the dissemination, updating, and archiving of technical information from OEMs and vendors
- Delivers superior customer service to Coach Technicians regarding technical information, training, and engineering change management






- Directly engages Bus Drivers and Bus Fleet Maintenance staff for feedback about equipment design and issues. Oversees the provision of data, materials, engineering drawings, etc. that contributes to the development of staff training on new equipment as well as operating and maintenance procedures
- Participates in industry working groups and committees to share best practices on issues such as adoption/interpretation of new regulations and technologies (i.e. alternative fuels)
- Liaises with government stakeholders, industry organizations (such as CUTA, OPTA, OMCA, APTA, ATA) and other transit authorities and providers to identify and establish best practices for bus fleet design and regulatory compliance
- Oversees the maintenance of support documentation (e.g. manuals,





drawings, technical instructions, warranty, software) for contract compliance and quality control
- Collaborates with Engineering & Asset Management engineering team on new vehicle procurement to ensure compliance with all motor vehicle safety standards, Ontario Highway Traffic Act regulations, and other provincially legislated standards or legal requirements
- Provides input to the Engineering & Asset Management engineering team on bus equipment specifications and multi-year tenders for bus procurements including diesel and battery electric buses
- Provide input to the Engineering & Asset management engineering team on long-range development and bus fleet equipment plans (e.g. acquisitions and retirements)






- Contributes to the development of multi-year capital and operating budgets and long term acquisition and retirement plans, through the analysis of bus fleet lifecycle costs
- Meets service delivery objectives and manages project and department activities within budgetary limits
- Oversees progress to ensure that planning objectives are delivered on time and within budget, and that anticipated business results are achieved; able to explain off-plan overages and exceptions
- Provides leadership oversight and direction to staff and consultants engaged in project teams (e.g. defines team member roles, responsibilities, and expectations)
- Utilizes senior technical expertise to contribute to contract changes, product improvements, quality assurance fleet maintenance program enhancements,





and new technologies

What Skills and Qualifications Do I Need?

- Demonstrated years of experience in bus equipment design, engineering, maintenance and quality assurance, including a minimum of 3 years supervisory experience in bus engineering, development and/or maintenance. Similar experience in automotive engineering and design would be considered
- 310T Truck and Coach certification considered an asset.
- Knowledge of applicable legal and regulatory requirements governing delivery of bus transit services (e.g. from Transport Canada (TC), Federal and Provincial motor vehicle standards, Highway Traffic Act, Public Vehicles Act, Public Transportation and Highway Improvement Act, Canadian Urban Transportation Association (CUTA),





American Passenger Transportation Association (APTA) standards), recommended practices, applicable environmental legislation, and safety and environmental regulations and quality standards (e.g. International Standards Organization (ISO), Canadian Standards Association (CSA), American Society for Testing and Materials (ASTM), Federal Railroad Administration (FRA), and electrical and building codes
- Knowledge of quality assurance programs, controls, process and practices that will facilitate meeting legal and regulatory standards
- Technical knowledge of commuter bus operations and equipment design
- Knowledge of work planning and other industrial engineering techniques
- Ability to apply mechanical/electrical technology (e.g. quantitative and qualitative analysis of equipment maintainability, cost/benefit ratio of modifications, equipment service life expectancy, and disposal values)
- Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives
- Vendor and contract management, negotiation, and influencing skills and interpersonal and oral/written/presentation skills to manage vendor relationships and negotiate with the OEM to ensure the effectiveness of maintenance procedures, retrofit design program, and training requirements
