Regular Full-Time Maintenance Manager

Facilities Management Department

Position Overview:

The Manager, Maintenance Services is responsible for the planning and delivery of plant operations, maintenance, security and biomedical services for both hospital sites of the Middlesex Hospital Alliance.

Service provision will be in accordance with hospital policies, applicable government regulations, guidelines and legislation with a focused vision on customer service to ensure our patients, visitors,





physicians and staff, have access to a reliable, attractive and safe environment.

Job Duties:

Leadership and Management

- Provides technical leadership and guidance to the maintenance services staff at both sites of the Middlesex Hospital Alliance

- Oversees the day-to-day operation and long term development of maintenance, plant operations, security and biomedical services at both sites of the Middlesex Hospital Alliance

- Utilizes effective skills in diplomacy, problem solving, critical thinking, teamwork, conflict resolution, management of competing demands, to handle a wide range of issues and service requirements

- Establish standards of service to support the effective, efficient and safe completion of all maintenance, operations, and project delivery processes

- Builds team cohesion by leading the management of change and disseminating and promoting an understanding of corporate mission and values as well as department goals and objectives







- Establishes communication and consultation strategies to ensure the appropriate involvement of stakeholders in developing department and corporate objectives, policies and procedures, service development and project initiatives

- Applies effective skills in diplomacy, problem solving, critical thinking, team work, conflict resolution, and time management to handle a wide range of issues and service requirements

- Evaluates and revises work flow and processes to optimize staff and resources utilization and customer satisfaction (LEAN focus)

- Communicates regularly with other department managers to ensure that customer service expectations are being met

- Ensure architectural, structural, electrical, mechanical,





HVAC and environmental components of the facility are fully operational in an effective and efficient manner

- Investigates customer service concerns and Implements corrective actions as required

- Maintain and apply current knowledge of all relevant legislation, codes and standards pertinent to the area of responsibility

- Builds and sustains team dynamic; leads by example

- Develop & recommend renovation projects utilizing architects and engineers as appropriate

- Promotes departmental goals and objectives in support of the MHA strategic plan

- Provide the lead in any initiatives (i.e. new technology) which are facilities services focused

- Promotes professional development and continuing education to staff by seeking out relevant current training opportunities,





encouraging participation and participating in ongoing self-development

- Plays a leadership role in environmental greening and energy initiatives

- Champions utilization of Computerized Maintenance Management System and monitors use and effectiveness

- Develops, monitors and is accountable for the performance of, Key Performance Indicators for the Maintenance department to support the MHA Strategic Plan

- Decides on emergency situations as they arise in conjunction with Director, Facilities, Redevelopment & Support Services; i.e. major leaks, breakdown

- Develops and delivers maintenance projects at both sites

- Performs or delegates monthly departmental safety inspections. Follows up identified issues.







- Responsible for ensuring MHA compliance with regulatory inspection authorities (TSSA, ESA, MOL, MOE, OFM, MOHLTC, etc.)

- Accountable for facility equipment uptime and performance at both sites

- Ensures uptime and performance by Implementing and Delivering a robust, meaningful, targeted preventive maintenance program at both sites

- Researches new technology/ methods to improve processes and implement energy conservation initiatives

- Conduct regular QA audits and acts on findings

Human Resource Management

- Oversee appropriate staffing, staffing patterns, schedules, on-call provisions, including types of assignments, skill mix, recruitment and staff planning priorities







- Facilitate effective technical and customer service skills development of all department staff in conjunction with a timely and accurate performance appraisal process

- Manages day to day HR. issues within department

- Ensures the management of a safe working environment for all staff, including occupational health and safety, infection control , equipment selection requirements

- Develops training tools for departmental processes and equipment at both sites, including orientation program for new staff at both sites

- Monitors attendance at both sites and utilizes the Attendance Management Program to reinforce compliance

Financial Management

- Develops departmental operating and capital budgets.

- Accountable for operating budget and provides reports as required

- Accountable for the overall allocation and efficient utilization of resources including facilitating benchmarking,





operational reviews, internal and external inspections and patient satisfaction surveys

- Reviews operations to identify potential cost savings across hospitals

- Leads the development of appropriate indicators and outcome measures

- Promotes education activities that contribute to improvements in quality of service

- Manages and accounts for the delivery of services within approved budget

- Collaborates with all departmental managers and senior management team in the development of capital budget requests

Involvement

- Participates on hospital teams and regional committees as required including as a member of the JHSEC







- Interacts appropriately with the Senior management team and other departmental managers in a complete range of planning and organizing functions for the department and the hospital

- Maintains membership in professional associations and is an active member; networking and maintaining current skills and practices

- Other duties as required

Job Qualifications:

- Must provide vaccination records or proof of immunity against measles, mumps rubella and varicella (chicken pox) and proof of 2 COVID-19 Vaccinations

- Must provide documentation of the Tuberculosis skin testing within the previous 12 months

- Formal maintenance planning training or demonstrated experience

- Strong technical experience- Mechanical Systems i.e. HVAC and related systems; Electrical Systems i.e. Power and distribution, communication and related systems (Certified trade designation, Engineer, Technologist/ Technician)

- Demonstrated Project Management experience

- Supervisor in Healthcare Institution (minimum 5 years)

- Membership in the Canadian Healthcare Engineering Society

- Infection Control in Construction training

- JHSEC Certified Member training

- Ability to work well with others at different levels in an organization (minimum 5 years)

- Skilled at supporting and motivating staff (minimum 3 years)

- Strong communication skills (minimum 3 years)

- Attention to detail

- Problem solving/troubleshooting skills

- 5 years previous experience in managing multiple departments

- Proven people management skills

- Experience dealing with the challenges of healthcare facilities management

- Experience with performance improvement LEAN

- Understanding and demonstrated use of good body mechanics
