Job Purpose

Reporting to the Director, Cyber Security, the Program Manager, Disaster Recovery is responsible for ensuring Manitoba Liquor & Lotteries (MBLL) can recover and restore information technology delivered business services meeting business recovery expectations in response to significant technology disruptions/disasters. The position leads the program lifecycle and governance processes for the Disaster Recovery Management (DRM) program. The incumbent also works with IT and business stakeholders to design or prepare technology applications, infrastructure, and systems for resilience and recovery and develop and maintain plans and skilled teams to respond to significant technology disruptions. The incumbent will also lead teams of cross functional resources through disaster recovery exercises,





critical incident response and significant technology disruptions/disasters.

Job Responsibilities

- Work across each of the internal and external organizations to ensure the success and effectiveness of the DRM program, including board of directors, executive management, business continuity management (BCM) committees, enterprise risk management, ITS, line of business/departmental managers, human resources, legal/compliance, audit, cybersecurity, corporate security, facilities management, suppliers/third parties and business partners, government agencies, utilities, insurance firms, regulators, and the media.
- Working across ITS and MBLL divisions develop, maintain and update Business Impact Analysis (BIA) documentation for key business systems.
- Plan, build, run and manage the enterprise-wide DRM program,





including DR strategies and alignment with business requirements and expectations, recovery priorities, plan development, plan exercising, annual program agendas and recovery improvement metrics.
- Develop formal reporting and schedules for delivery of all enterprise DRM communications to internal management (board of directors, the audit committee, BCM executive steering committee and business unit management) and external stakeholders (regulators, auditors) regarding the status of the enterprise DRM program, including annual reporting, audit report responses and business requests.
- Conduct the following governance activities:
- Develop strategies, plan, build,





run and manage MBLL's enterprise-wide disaster recovery management program governance framework.
- Develop, maintain and socialize applicable standards and guidelines.
- Provide program status benchmarking and maturity assessments.
- Conduct annual program management and reporting schedule with program metrics, key risk indicators (KRIs), benchmarking, and program scorecard.

- Serve as the key IT representative to enterprise BCM ensuring that IT technologies and processes support all key availability and recovery requirements and identify gaps and opportunities for the DRM program to address, meet, and improve recovery and resilience.
- Work closely with business units, the IT department, and external parties to establish and regularly review key business strategies and ensure alignment with business BCM needs,





including the recovery and restoration of MBLL's mission-critical business processes, data, and infrastructure.
- Work across ITS and with the business for annual business planning, budget development and business cases for DRM driven capital or operational initiatives.
- Assume management responsibility for DRM (including data-center-specific and non-data-center-specific IT infrastructure), with a major focus on achieving all financial estimates, ensuring adequacy of end-state production recovery environments, meeting all strategic planning deliverables, and coordinating activities of technology resources with key business units and development groups, as required.






- Identify gaps in the alignment of technology and business objectives and identify new DRM improvement initiatives.
- Identify and develop strategic opportunities for advancing or improving MBLL recovery and resilience.
- Other related duties as assigned.

Primary Qualifications

- Completion of a recognized degree or diploma program in a related IT discipline, or an equivalent combination of education and experience.
- A minimum of ten years’ experience with increasing responsibility in an IT support and service delivery or IT Project Manager role supporting Enterprise Class systems and applications with a minimum of three years in a supervisory/leadership role.
- Progress towards Certified Business Continuity Professional (CBCP) or Associate Business Continuity Professional (ABCP) accreditation or equivalent experience is an asset.





This certification will be required; however, it may be acquired on the job within five years of hiring. Once acquired, must be maintained for re-certification.
- A minimum of two years’ experience with Disaster Recovery planning and exercise testing.
- Excellent program management skills with demonstrated ability in leading the delivery of several projects of varying complexity and risks within the program on time, on budget and within scope.
- Work experience demonstrating achievement of efficiencies, strong leadership and organizational skills, adoption of best practices, strong initiative and ability as a self-starter, and strong human resource management skills.
- Business acumen with strong strategic vision, tactical planning,





and organizational understanding.
- Proven leadership and team building skills.
- Excellent communication and interpersonal skills and demonstrated political acumen.
- Excellent knowledge and experience with Project, Program, and Portfolio Management methodology, tools, and techniques.
- Currency with, and demonstrated conceptual understanding of, leading edge technology options.
- Ongoing and demonstrated previous professional development to maintain designations and stay current with changes in the profession.

- Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams).

- Demonstrated ability to analyze and solve problems, make decisions, understand business principles and practices, communicate effectively, facilitate, and negotiate.

Secondary Qualifications

- A Project Management Professional (PMP) designation or Prince2 certification would be an asset.
- Expertise in Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) legislation and technical standards or other regulated industry is considered an asset.
