Job Profile

The City of Cambridge has a temporary opening for Senior Municipal By-Law Compliance Officer in the Municipal By-Law Compliance Division, Corporate Services Department available immediately. Reporting to the Manager of Municipal By-Law Compliance, the following duties will apply:

What you will be doing

- Provides the public, and other interested individuals,





information and assistance on related areas of enforcement including City by-laws and policies, Provincial Acts and regulations and other information as appropriate
- Inspects properties, vehicles, buildings and businesses to ensure their use is in conformance with designated by-laws (i.e. Property Standards, sign, pool enclosure, and Zoning)
- Manually and electronically ensures complete and detailed documentation including record of facts, taking photographic evidence, of all investigations in sufficient detail to support prosecution, including uploading of photos/evidence to AMANDA investigation file
- Conducts thorough investigations where by-law contraventions are identified, including but not limited to, site visits, witness interviews, consultation with property owner, interacting with all persons necessary, and completing research including open-source online investigations.
- Responsible for ensuring all phone calls with owner/ tenant/ agents/ contractor and other agencies are addressed in a timely manner.





May be required to assist the By-law Clerk with phone calls and counter inquiries relating to the same
- Issues notices of contraventions, orders, tickets, or fines for violations of city by-laws or Provincial Acts in conformity with related legislation
- Attends Provincial Offences Court and hearings on behalf of the City to present evidence in court proceedings and assists legal counsel with preparation of court documents required for prosecution of violations
- Provides guidance and direction to the Municipal By-law Compliance Officers and provides input to the management team on the development and update of city by-laws or procedures






- Attends meetings with senior management and City Councilors to review and provide information regarding potential difficulties with by-law content
- Liaises with outside agencies and performs joint inspections
- Required to interpret technical manuals, policies, and legal decisions (case law, codes, by-laws, engineer reports) and apply them to daily work
- Wears a city uniform and operates a marked city vehicle
- Perform other duties as assigned

Education

Two-year College Diploma in Law and Security. Police Foundations or related discipline.

Experience and Knowledge

- A minimum of four to five years related work experience
- Valid “G” Driver’s License required
- Municipal Law Enforcement Officers Certification
- Ontario Association of Property Standards Officers Certification
- Knowledge of City By-laws and relevant legislation






- Communication skills to advise the public of violations, providing assistance and direction
- Good organizational and time management skills to prioritize workload.
- Knowledge of Court Room decorum and procedures

Current and valid Police Criminal Record and Judicial Matters Check to be provided prior to commencement in this position.

Proof of your current and valid certificate(s) and/or educational qualifications.

Valid G driver's license.

Worker Health and Safety Awareness Training certificate from the Ministry of Labour. (may be obtained post offer)

Your compensation

This position is within Grade 11 of the inside workers union salary schedule and has an hourly range of $47.93 - $50.94.





Comprehensive benefits package included and enrolment in Ontario Municipal Employees Retirement System (OMERS).

Location of position

This position will be working out of City Hall, Cambridge, Ontario.

Hours of work

The current regular hours of work are 8:30 a.m. to 4:30 p.m., Monday to Friday (35 hours per week). Regular hours of work and shifts subject to change at the discretion of the Supervisor of Municipal By-law Enforcement.
