The Director of Financial Operations leads the implementation of facility funding and financial assistance programs within the context of a complex financial framework, and provides specialized consultation for program operations and implementation. The position provides departmental oversight for the suite of grant and financial assistance management functions within Child Care Online (CCO), the application that supports core daily business functions and processes of the ELCC Division, to process child care facility grants applications, assessments and payments, as well as Child Care Subsidy application review, approval and payment. This position also provides expert knowledge and leadership on all aspects of accounting and financial reporting using SAP, and ensures compliance with public sector generally accepted accounting principles (GAAP).
The Director plays an integral role in the design and development of divisional program financial accounting and reporting systems, as well as operational planning. This position leads major projects involving change management, policy development and service delivery enhancements within the branch. The incumbent directs cross-functional teams during Database Management System and ERP/SAP system development, approves financial reports for senior management and funding providers, and oversees internal accounting controls and system audits.
The Director of Financial Operations is responsible for ensuring that child care facilities meet reporting requirements outlined in the Community Child Care Standards Act and provides specialized support to the branch and to child care providers to ensure appropriate allocation and spending of funds approved per the annual budget. Qualifications:
Essential:
- A professional accounting designation (CPA, CA, CGA, CMA, international designations) in good standing, or post-secondary education and enrolment in the CPA PEP program with supplementary accounting experience
- Experience implementing and/or overseeing a comptrollership framework within an organization, including assessing compliance with legislated reporting requirements and funding agreements
- Experience with Enterprise Resource Planning (ERP) or accounting information systems, example SAP or similar software, including navigating, reporting and execution of transactions
- Strong financial acumen with experience in financial planning and preparing and analyzing budgets and financial reports
- Experience in project leadership including demonstrated problem-solving and decision-making skills on complex issues
- Experience supervising staff by providing direction and goals, and monitoring performance
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
- Strong verbal and written communication skills with experience managing internal and external stakeholder relationships
- Strong organizational and time management skills to work under pressure, and manage multiple priorities in tight timeframes
- Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, Outlook and Power BI)
Desired:
- Experience auditing financial statements, or working with auditors as a financial statement preparer
- Knowledge of Province of Manitoba financial management policies and practices and relevant legislation as set out in the Financial Administration Manual, The Financial Administration Act, and General Manual of Administration
Duties:
The Director of Financial Operations ensures that appropriate value for money is achieved through the effective planning, development, operation,
management and reporting of public funds disbursed to community partners such as child care facilities, and for financial assistance programs to support Manitobans. The Director relies heavily on extensive knowledge and experience in human services, political sensitivity, and clearly understands information sharing parameters and the balance between individual and business rights and system accountability. The Director leads the planning, coordinating and evaluation of all financial management and comptrollership systems within the division, and is also responsible for the completeness and accuracy of divisional financial records.
