Transdev Canada is hiring an Operations Director for our Brampton, Ontario location

Transdev Canada is actively seeking for an Operations Director to oversee, manage, and to be accountable for, the planning, as well as the day to day realization of Revenue Service for the Hurontario Light Rail Operations. Transdev is present throughout North America, with a strong presence in Canada.

Your role

- Participate to the Mobilization Stage, help select and build the Operations team
- Ensure and approve the production of all the necessary documentation (ie. operation plans and schedules, operating rulebook, standard operating procedures (SOP’s), training manuals, etc.) to support the operation of the Light Rail line






- Facilitate the participation of the key operation representatives (managers, team leads, etc.) when required for design and optimization reviews during the pre-operation stage in order to minimize the conflicts on operation stage
- Support the Project Team for the testing and commissioning (T&C;) stage
- Ensure that the required OCC and LRV operation crews are trained and ready to support the T&C; activities as required by the agreements with Consortium partners
- Collaborate with the Project Team to confirm the planning for OCC, LRT line supervision, and LRV operation personnel to be trained on a “just on time” and “train the trainer” principle
- Collaborate with the Project Team to define the organization of testing, commissioning, and empty trial running, for the operation aspects
- Support the Project Team in matters and issues related to the Design and Build stages
- Under the authority of the General Manager, define,





set and align the budget for the Operations department with the project implementation and the Proposal budget for the global operation. This includes staffing, training, consumables, special tools when applicable, external assistance, etc.
- Support the General Manager for all OM&R; related matters and issues with the Construction Partners or the Client
- Define the organization for the management of Operations Documentation (ranking of the documentation, review process, approval process, etc.)
- Ensure all the necessary framework is in place during the pre-operation stage in order to ensure a smooth transition into the Testing and Commissioning activities, as well as the start of Revenue Service
- Ensure that incident/accident investigation and reporting is properly set-up for the pre-operation stage

Operation Stage







According to best practices and under the guidance of the General Manager, the Operations Director shall:

- Define the organization of HuLRT Operations activities (OCC and Transport staff, sub-contracts, tools, other expenses, etc.), according to industry best practices, and the contractual obligations
- Ensure the overall management of the Operations department
- Define the hiring and training plan related to HuLRT Operations activities
- Ensure the efficiency of Operation activities and LRV time table adherence, in order to meet the defined Service Quality KPI’s for the global LRT System, in order to maintain the expected quality of Revenue Service
- Under the authority of the General Manager, validate the Operation portion of the principal Risk register,





and update it as applicable to ensure that Safety is ensured in a proactive manner
- Participate in the periodical analysis and reporting related to incidents and failures, and collaborate with the Maintenance Director in order to ensure the implementation of remedial actions and continuous improvement for the HuLRT
- Participate in the optimization of the maintenance and operation coordination and scheduling in order to guarantee the availability of Rolling Stock for operations, as well as preventative and curative maintenance activities
- Under the authority of the General Manager, define and confirm the yearly budgets for the Operations department, including staffing, training, consumables, tools, external assistance, etc.
- Support the General Manager for all OM&R; related matters and issues with the Client






- Support the General Manager for any required participation in operation related committees with the Client as the OM&R; representative

Management

Under the authority of the General Manager, the Operations Director shall:

- Manage the Operation activities according to the contractual obligations, ensuring that operational performance and reporting are met
- As member of the Senior Management Team (SMT), develop internal partnerships with the other departments (HQSE, Maintenance, Finance, as well as HR & Training), contributing to the delivery of well-coordinated, quality transport services to the public of Mississauga and Brampton
- Maintain appropriate policies and programs for the train supervision and operation of the HuLRT System
- Provide direction and management of HuLRT Operation activities,





including human and technological resources, for the OCC and Transport sections
- Direct his staff by providing guidance in the preparation of operation plans, operating rulebooks and standard operating procedures (SOP’s), as aligned to meet the contract performance and business objectives
- Ensure the hiring of the Operations employees as per required skill set and knowledge
- Collaborate with the Human Resources and Training department for the hiring and training, as well as providing continuous improvement programs for the HuLRT Operations employees
- Participate in the General Manager’s SMT meetings, and accept interface responsibilities and accountabilities with the other managers of the SMT






- Participate in the monthly performance meeting (analysis of KPI’s and improvement plans) in collaboration with other departments responsible for KPI’s in the HuLRT O&M;
- As an expert in Operation services, the Operations Director is expected to support the General Manager in the provision of strategic advice to the ProjectCo representative, the Board of Directors, and executives of the partnership

Your profile







- Engineering or Management Degree with experience in Metro, LRT or Tramway Operations
- A combination of strong O&M; experience and management skills will be considered

Work Experience Qualifications

- Must be legally entitled to work in Canada
- A minimum of 15 years of relevant experience in a similar operations representative role for a rail transit project of a similar scope
- Former experience in greenfield start-up of transit operation, including hiring and training of OCC and Transportation staff, drafting of operation procedures and manuals, testing, commissioning, and trial running
