The Municipality of Chatham-Kent has an opening for a temporary full-time Senior Program Analyst in the Health and Human Services department. This temporary full-time opportunity is for a period up to December 2026.

Job description

Reporting to the General Manager, Health and Human Services, this role is responsible for leading the management and oversight of small, medium and large-scale projects within the Health and Human Services department. The position leads a team that works collaboratively with key internal and external stakeholders to analyze, develop, manage and implement Departmental, Corporate and Ministry-driven change initiatives.





This position will support senior leaders to fulfill their role of change sponsor as well as provide direct support and coaching to frontline program managers and supervisors, and support teams to integrate change management activities into project plans throughout the project lifecycle. This position also provides strategic advice in the development of programs, policies and funding models in response to municipal, provincial and federal priorities.

Essential responsibilities

- Demonstrate Chatham-Kent’s core values and competencies.
- Provide client-driven, value-added management consulting and strategic advice on the development and delivery of departmental projects that support the achievement of the Municipality’s corporate strategic plan.
- Develop, implement and evaluate Health and Human Services policies, procedures and accountability frameworks in accordance with provincial, federal and Council directives.
- Provide ongoing and regular policy development and system level analysis to ensure funding is being used to maximize system outcomes and meet local need.
- Plan,





manage and effectively communicate organizational change and champion quality improvement initiatives aimed at reducing costs and improving customer service.
- Apply a structured methodology using leading practices in change management, project management and business improvements.

- Align, drive and monitor strategic Health and Human Services initiatives to support business transformation that improves service and creates efficiencies, including implementation of business processes and technology.
- Manage and/or participate as a team member on strategic business improvement projects consisting of resources such as subject matter experts across the department, other Municipal departments, community partners,





externally contracted consultants and vendor representatives.
- Recommend and implement change solutions and service improvements to support the implementation of new structures, processes, tools and any other changes affecting the Health and Human Services department.
- Develop and implement change management strategies in collaboration with senior management for departmental projects in the context of modernization and transformation of service delivery.
- Develop Council reports and internal decision-making reports, communications, briefing notes, program guidelines, and resources to support system partners in delivering shared priorities.
- Supervise and coach staff responsible for projects, business improvement and change initiatives.







- Utilize data analytics and business intelligence to inform change initiatives, measure success and monitor change progress.
- Assess trends and determine appropriate strategies to ensure the consistency of implementation, achievement of program results, and optimal customer service delivery.
- Other duties as assigned.

Essential qualifications

- Undergraduate degree in Social Services, Public Administration, Business Administration or Commerce, and have significant experience in business management and administration, program development and/pr project management.
- Minimum of five (5) years’ experience in a municpal or provincial public policy development sector.
- Knowledge of the Department’s program delivery operations, programs, and services,





the community service and client/population social issues.
- Minimum of three to five years’ experience in the leadership, coaching and mentoring of staff.
- High level of conceptual, analytical, program planning, strategic and change management skills.
- Excellent project management abilities including designing standards for service delivery, outcome-based funding and process evaluations.
- Responsibilities in leading complex projects, business process improvement initiatives and program/policy development.
- Proven ability to deliver change efforts in a complex or large organization and expert.
- Excellent analytical and research, report writing, organization, communication skills and financial acumen.
- Knowledge of project management approaches,





tools and phases of the project lifecycle.
- Advanced proficiency with Microsoft Office, MS Project and Visio.

Preferred qualifications:

- Master’s Degree in Business/Public Administration.
- Change Management designation (e.g., PROSCI) and Project Management Professional (PMP) designation from a recognized institution.
- Experience and knowledge in change management principles, methodologies and tools including a solid understanding of how people go through a change and the change process.

A combination of work-related experience and education that is considered equivalent to these requirements will be considered.

Work environment/hours of work

- This position works primarily indoors.
- This position works weekday hours, with occasional evening and weekend hours.







Working Remotely

This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.

This position may be required to attend on-site meetings in order to complete essential responsibilities of the role. As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.

COVID-19 Vaccination

The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.







Driver’s licence/vehicle requirements

Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years.

Background check requirements

Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

- Walking: frequent walking on level surface
- Sitting: frequent sitting in chair and/or vehicle seat
- Standing: frequent standing indoors and outdoors
- Hands: frequent fine finger dexterity (movement), gripping, pinching, mousing

Benefits

This temporary full-time position has an hourly wage of $51.418 to $72.281 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.
