The Municipality of Chatham-Kent has an opening for a permanent full-time Supervisor, Water & Wastewater Treatment in the Water & Wastewater Services department.
Job description
The Supervisor, Water & Wastewater Treatment (W/WWT) is responsible for the day to day operation and maintenance of the water and wastewater treatment plants. This includes ensuring compliance with Ministry of the Environment and Health & Safety Regulations through sewage testing and water sampling to ensure that Chatham-Kent meets or exceeds all provincial standards and to ensure effluent quality.
This position reports to the Director of Operations and to the Operation Managers.
Essential responsibilities
- Demonstrate Chatham-Kent’s core values and competencies
- Weighs risks and ramifications of all actions related to the production and supply of safe drinking water and the processing of quality wastewater effluent for release to the environment, and takes appropriate action
- Ensures compliance with the terms and conditions of the Municipal Drinking Water Licence
- Ensures compliance with the Certificates of Approval or Drinking Water Works Permits
- Provide Overall Responsible Operator (ORO) coverage
- Supervises a team of non-union and UNIFOR members
- Assist the Operation Managers and backfill their positions when required
- Assists with the monitoring and implementation of water and wastewater capital projects
- Coordinates, oversees and manages work of external contractors
- Attends internal and external DWQMS (Drinking Water Quality Management Standard) audits and internal WWQMS (Wastewater Quality Management System) audits
- Provides staff with operational guidance and plant process changes
- Ensures competent operation and maintenance of the water treatment and wastewater treatment facilities, and associated water distribution and wastewater collection systems, and associated pump stations and towers.
- Conducts pilot plant scale studies of the treatment processes to improve coagulation, sedimentation, aeration, microfiltration processes, and disinfection processes
- Champion the JD Edwards Enterprise One computerized maintenance management system (CMMS) for all of the facilities, in particular work orders and asset management. This includes providing training and assistance to staff and also ensuring all facilities assets are included in the system and all facilities are utilizing the system in a uniform manner
- Responsible for the bulk water stations including,
but not limited to, customer service matters, maintenance and parts inventory
- Establishes and maintains good relations with the public, professionals and Municipal staff
Essential qualifications
- College diploma or university degree in a related program including, but not limited to, environmental science or engineering; plus six to eight years of related experience or equivalent combination of education and experience
- Minimum five years' experience in operations of both municipal water & wastewater treatment
- Minimum one year Supervisory experience in water & wastewater treatment
- Excellent knowledge of provincial legislation, guidelines and best practices relating to municipal water and wastewater treatment,
distribution and collection systems
- Familiar with Occupational Health & Safety Act
- Excellent interpersonal, project/time management, organizational, analytical, written and oral communication, prioritization, problem solving and conflict management skills in order to forge internal and external relationships
- Must possess good team skills and have a focus on providing quality customer service
- Strong working knowledge and extensive experience of Computerized Maintenance Management System software
- Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)
Other qualifications
- Municipal experience is an asset
Certifications, memberships, licenses
- Minimum Level 3 Ministry Environment Conservation and Parks (MECP) certification in water and wastewater treatment
- Health & Safety Competency training is required within 6 months of hire date and will be maintained through refresher training once every 3 years
Work environment/hours of work
- This position works both indoors and outdoors
- This position works weekday hours, with occasional evening and weekend hours
Working Remotely
This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.
This position may be required to attend on-site meetings in order to complete essential responsibilities of the role. As per the Working Remotely Policy,
employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.
Driver’s licence/vehicle requirements
Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2)
convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years.
Background check requirements
Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check.

- Walking: frequent walking on level surface (Level surfaces - roads, municipal garage; unlevel surfaces - roadside ditches, boulevards and seasonal areas – snow)
- Sitting: frequent sitting in a chair, vehicle seat (vehicle operation, office work)
- Reaching: frequent lifting below shoulder, forward, handling (up to 4.55 kgs or 10 lbs) (reaching in and out of pickup box, filing cabinet)
- Standing:
frequent standing inside, outside (office, worksite)
- Hands: constant fine finger dexterity (computer work)
- Feet: one foot action (operation of motor vehicle)
Benefits
This permanent full-time position has an annual salary of $94,300 to $106,625 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
